Is there a chance the lock could have been rubbing against the bike tire? That looks exactly like the wear on my lock from when I was using a loaner bike (that didn’t a u-lock mount) while mine was in the shop, and I thought I could get away with clamping the lock to the seat tube.
That looks like where from rubbing against the bike tire. If somebody was using an angle grinder to cut through the rubber they would certainly mark up the steel also.
But a tire isn’t stronger than steel so it’s unlikely to damage it. That’s why I think this came from a tire.
Rubbing on wheel would be my guess
If they cut at that angle, they are the world’s worst bike thief. Also, those parallel grooves would be there.

A thief definitely didn’t start cutting through, make it through the rubber and then think better of their choices after those two seconds.

That’s a very curious looking tool mark. It doesn’t appear to have been made by a grinder or other tool that I am aware of.
It looks like it was made by something rather soft. It wore through the rubber, and through the paint but it didn’t damage the steel.

Had this happened to a cable lock that I was carrying on my rear rack. It fell a bit abd rubbed against my tire for a while before I realized where the noise was coming from.
Looks like it’s been rubbing on a tire to me. Worn away the rubber coating and the paint underneath.
After reading these comments, I think it’s clear that someone tried to steal your bike by rubbing a tire against the lock.

Pro tip for bike thieves: keep using those cheese graters. Big effort, no reward 👍
There was once a really pathetic theft attempt on my bike lock, but even that left more damage to the rubber coating than what’s shown here. As others are saying, most likely tire rub.
