So over the past 2 weeks I've had my tire pop 3 times. The first one was a pin hole for the tire I've had for nearly a year that's served me well. I've ridden over glass and curbs with it and didn't have any problems for nearly a year.
Then I install a new tube. It's a Bell one from Walmart. This is on my e-bike idk if that's the problem. I tried to make it straight but after a ride I had the valve cut similarly as in the 3rd photo. My tire was a bit under inflated at the time and it happened when I was just riding along. I had some drops though on my ride back so that may have caused it.
The second time I was extra careful to install it straight. The first picture is the one I took right after I installed my new tube just in case this happens again. It looks straight to me. Then after a hard drop on a curb (in the middle of the bike lane I had no time to avoid) it flattened. The pictures are from this flat. There's also a seam along the valve I think might have been caused by it pushing up against the hole or something. This was also a Bell tube.
I just installed a new tube. It's the Canadian Tire brand that is self sealing. It's apparently e-bike approved so I hope that helps. Haven't ridden much on it yet. Does anyone know what might be causing these tears? Is it my installing technique, the tubes, the wheel or something else?

It looks like you may have a sharp piece of metal in there, although it doesn’t show in your pic. Have you went around the rim, feeling if any sharp object is stuck in the tape, either?
There’s also the chance you’re running it under too low pressure and pinching the tube, which being of lower quality (I also go for the best value ones, not necessarily an issue) might make it more susceptible to puncture.
Finally, is it just me, or the valve in that tube of yours isn’t long enough for your rim? Perhaps you’re unintentionally pushing it outwards as you’re filling it?
It looks like the Wrong type of valve. You are using a shrader versus a presta hence the vale doesn’t stick thru the hole properly and hence the sidewalls are righr against the sidewall of the valve. Presta valves much narrower
You need tubes with longer valves. There should be more valve sticking out of the rim than what is shown is pic 1 and 2.
i don’t like those rim strips personally. can’t say with much confidence that it’s the cause of your issues but for the cost of a new rim strip it might be worth trying. underinflation and drops are a bad combination as you’re aware, though pinch flats usually produces a different puncture.
