The upgrades aren’t that expensive or hard to do and it’s a 3 year old bike with cosmetic damage.
I’d try to chew him down to like $450 ish but I don’t think I would take it at $650 personally.

For a mountainbike you would want atleast 130-160 mm of fork travel and this bike is not 650 dollars i dont know where you live and what the prices there are but i would try to find a hardtail if you want it to roll better (def not on 2.6 inch wide tires more like 2.3-2.4) or an xc fully from 2015 with 140-160 mm fork travel and a decent rear shock some may say its old but i rode some of them and with good rear shock and lock on the fork you get good rolling and its nice and capable on trails tho if you dont hit trails a hardtail is better for you edit: here in germany you could easily pick a descent xc for 600 dollars
