I‘d say XS. Looks like he‘d have more space to play with saddle height and a slighty smaller frame means he‘s less stretched out
Does he want to go fast or be chill? What is his arm span? Ape factor?
Long arms, possibly S, shorter arms and wants to be chill XS.
