The wobble in the tires is a feature, not a flaw.

If the disk is rubbing, loses the bolt holding the caliper, squeeze to center it, and tighten while holding the lever. Shouldn’t rub after that.

  2. 99% of new wheels will look like this. You can take it to a shop to have it trued up a little more but as long as it’s not rubbing anything I’d let it ride personally

Make sure the wheel is mounted correctly on there. But, most notably, tires themselves can be a source of that wobble! Is the tire fully mounted and bead locked in? Does the rim itself actually have that wobble?

The brakes rubbing happens, the calipers just not alignment. Check some videos online about disc brake caliper alignment.

  4. Always try and buy a bike from a local bike shop especially if you have no maintenance experience

  5. You are looking at a tire mounting issue

You need to have a ziptie on the frame pointing at the top of the rim, if you want to evaluate the rim true.

Wheel just needs trueing. The rotor may also be bent but most likely rotor is rubbing due to untrue wheel.

You could fix it yourself, but respectfully, if you’re asking about it here, you’re probably unfamiliar with the technique and don’t have the tool necessary. Did you assemble it yourself? If so, the derailleur may need adjustments as well.

If this brand new from a shop….take it back! I wouldn’t try to fix yourself!

  8. Bring it back to the shop, bikes are expensive, I’m sure the shop would be more than inclined to dial it in for you.

  9. Don’t look at the tire, look at the rim. Use a guide on the frame to the rim. Wobble and out of round shouldn’t vary over 1mm. Bike shop with a truing stand can fit this. You shouldn’t unless you know what you are doing.

Disks are sometimes bent out of the box. Takes a bit of a bump with the palm of your hand to bend it straight If you can accurately determine where it is off.

Look up how to adjust disk brakes on YouTube. There will be plenty of videos showing you how to do that.

As others have said about the wobble, make sure it’s the rim and not the tire. It’s decently common in tires even when mounted correctly depending on the tire.
