A friend of mine's bike has the table like this, when he mounts it the handlebars move from one side to the other without bringing the fork along as if it hadn't been tightened, what can I do to help him fix this? Is this steering mounted correctly?

Get new bike
You’ll need to buy a new ‘quill’ type stem. That one is not repairable.
Check to see if the diameter is marked on the shaft (in mm’s) or measure it with a caliper, to make sure you order the right size (usually 22.2mm).
Those types of stems aren’t meant to bear that kind of strain. Go sealed, it’ll last longer
Stems done and isn’t fixable. It’s a shafted quil type fitting stem, which hasn’t been used in proper bmx in decades really.
Would he have to change the entire steering then?
