Usually if you ask this question then you should leave it on.
It’s typically referred to as a dork disk, it’s to protect from the chain shifting into the spokes on a badly adjusted derailleur. To take it off you need to remove the cassette, or for some versions of dork disks there is a cut allowing it to be removed. You could alternatively cut into it to take it off.

I too had this question a couple of weeks ago. It’s called a dork disk. It to protect everything back there if the chain would hop off the biggest disk into the wheel.
Normally it should not be possible if your derailleur it set correctly. There are good vids on youtube about the screws that set these limits. I would leave that disk on for a few rides. You never know!

It is to prevent your chain from breaking your spokes if by accident the chain jumps off the large sprocket. To get a more pro look you can remove it, because if your gears are indexed properly you don’t encounter this often.

If you’re gonna remove the dork disk, remove the reflectors on the bike while you’re at it.
Replace them with a headlight and tail light.

Leave it on for a few rides to verify the rear derailleur is adjusted properly, then cut it off.

You do not need to remove it. It is an option. I keep mine because carbon wheels are around $1500 🙂 Mostly, if you rear derailleur is well adjusted risk is so small, but there is some, every time. The chain may be forced to shift up physically somehow, idk.
