It‘s the carbon layup. If you don’t want that you have to buy a bike with an actual paintjob

The headtube looks like you can see the carbon layup and looks normal for when companies do a lightweight black kind of paint job. Down tube I’m less sure. In general it’s becoming more common to see carbon layup to save on weight and paint.

Might also just be greasy hand prints. Doesn’t take much to add shine to a matte finish. Clean with acetone, isopropyl alcohol or degreaser.

My ti gravel bike gets like this but I use a scotchbrite pad to buff it out. Like new. It’s annoying on the carbon fork though.
