  1. This just looks like a standard hex head machine screw. Measure the diameter and length and purchase a replacement. Note that it’s very likely metric. 

  2. I don’t think this can be replaced with a quick release device because the clamp is integrated with a counterbore for the bolt head.

    You would first need to determine the thread diameter and pitch of the bolt along with its length and the. It is only a matter of purchasing the right replacement. Normally auto parts and hardware stores have thread gauges you can bring that bolt in and figure out the thread parameters and maybe get a new bolt is they have it or just order online.

    A quick release skewer likely won’t sit plumb on the frame and torque it properly.  Take that bolt to a hardware store and you can either just ask for help or try it out on the sample plates for Metric fittings and see what nut it mates with nicely, it’s probably a M5 or M6.  The style of bolt is a Socket Head Cap Screw, abbreviated to SCHS.

    Many bikes have a separate collar on the top of the seat-tube.
    If yours has one of those bring it to the local bike shop and they can sell/order you a quick release binder clamp.
    Bear in mind there isn’t a standard diameter/size.
    If the bolt is threaded directly into the frame you may not be able to replace it with a quick release.
    But they may very well have that size of bolt.

    Edit: Didn’t notice your second pic at first, you’ll just want a replacement bolt, which the local bike shop should have.
