I have a handful of Puch Clubman's for some reason and they have the same dropouts with single speed or hub gearing. I love a coaster brake! Theres a company that sells 3 speed wheels with coaster brake and the shimano shifter for like 100€. Its an easy way to breathe life into an otherwise completely shagged bike
I painted my bike yellow once, then it got stolen, now my bike is black and dirty to prevent that

Back in the day, 80's or later, the big oriental robotic factories could produce more bikes than they could sell under one brand name. The remaining capacity was sold to smaller investors. Individual design variations were possible. This frame looks like it was one of those. That rear seat cluster( junction of seat stays with seat tube) required a bit more skill from the hand made builders but was available from the robots.

drop outs seem normal to me. These are horizontal enough to tension the chain. Probably some sort of cost reason or ease of manufacturing to use it over a rear facing horizontal drop out
I ride a bike with no cables & no brakes, a fixed gear. After riding for years with gears & brakes with endless adjustments & repairs I decided to go down to one gear & one brake but eventually, wanted one gear & no brakes. Just pedals 😂
I have a beater bike made of various random 90s mountainbike bits that has a (geared) silent coasting hub, made by Shimano no less

Everton was a Danish bike company that started in the 1950s. They decided on an English-sounding name to profit off of a post-war, German-dominated market, when German goods weren't popular amongst Danes. They were bought by Smith & Co. in 1995, and then Smith & Co. was bought by Kildemoes in 1997. Some Everton brand bikes are still sold by Kildemoes.
My old trekking bike (totaled in September last year) has the same dropouts and eyelets. It was a 90s Bottecchia Verde Natura. I don't know why the frame was designed this way, but it was a good base for my rear rack and fixie build.
Edit: Now that I looked up pictures of it I can tell you that the holes are meant to mount the fenders and rear rack.
Edit2: My Bottecchia had exactly the same fenders when I got it. So it might be that your bike is also 30 years old.
Smith & Co. was abbreviated to SCO. They have been in production since 1905. I remember selling them while I was an apprentice at the bike shop where I got my bicycle mechanic education. They've produced some very versatile bikes, even "Rickshaws" for India and "Long John" cargo bikes back in the 40's.
Anyway, hope you enjoy your bike. One thing to note though, maybe put a front brake on it in case the chain falls off/snaps while going down a hill
Double eyelets are for a rack as well as the fender (although you can just put both on one pair). But it looks like you're missing any rack mounts at the top so you'd have to use p-clips. These were probably just the dropouts they had. I have seen very low cost Chinese headsets branded VP like that. This looks like a very low cost bicycle altogether with "gas pipe" tubing. But it's a nice colour!

how do I know what to buy on market place and what to clean up with my own bikes I have like 2-4 bikes and they're all rusted lmao I don't know what to do with them and I hope that I can restore them so my family can ride bikes together

A few observations. Forward facing dropouts were common for most bike until vertical drops succeeded them for derailleur bikes. if you needed to adjust chain position or remove the rear wheel (particularly with fenders) it was simpler than rear facing. Most coaster hubs use a ramp and roller engagement which are pretty quiet when coating. Many coaster hubs the cog is retained by a spring circlip. In a bike shop the usual removal technique was to hit the cog sideways with a hammer, popping the clip. No special tools required. Have fun, looks like a nice bike.

Love it! I got a Kona Dew+ in almost this same colour and I really like that bike too. It's my nice bike, of course I have a few garbage bikes that I perpetually fix too 🙂
