I bike to college 5 days a week on my Trek FX 2 bike and have a rear rack with a basket. I want to know if it’s a good idea to replace my basket with a pannier bag instead. Also, will these things for my bike slow me down? My average speed right now is around 10mph (I’ve only started riding my bike to college 2 months ago).

Basket or pannier is purely preference. If your current setup works to your satisfaction, there is no need to invest in something else.
Some bigger panniers cause a bit of drag, but at 10mph, that really isn’t something to worry about.
E.t.a: the items in your picture are useful for bikepacking or trekking, but very impractical for an office or college commute. You need something that is also comfortable to carry between classes. A backpack or messenger bag in a basket or strapped to a rack is the easiest solution. There also are office bags that clip on to a rack like a pannier.
