To check, take a flathead screwdriver or coin and press into the spot. If there’s flex, it’s damaged carbon.
If this was caused internally by the bolt pushing out against the inside of the carbon, it’s almost certainly damage to the frame.
FWIW I don’t see a significant safety hazard, as this brace failing is unlikely to be catastrophic. It’s mainly there for mounting a fender. If you had a manufacturer warranty on the frame, it’s definitely void now, and that’s the biggest loss.

Steel is real. When my chromoly road bike snapped a tube I rode for another 100 yards wondering why it was so wobbly, hopped off to check it out and realized what had happened.
No scrapes. No bruises. No need for new teeth.
Some carbon frames aren’t that much lighter, the ones that are don’t shave enough weight for us to justify the extra body fat we carry around every day. The least aero part of a bicycle is always the rider. It’s a lot of risk, cost, and hype to make us believe we need something new when the truth is we’ve pretty much perfected the bike at this point. I’d say somewhere in the early 2000s but I’d entertain an argument for earlier if some old timer wanted to make it.
