So I haven't done bike repair since I was a kid. Now working on my kids bike. They are Vbrakes. I pull the brake lever, brakes clench, and then don't release. Not sure what of 5 different things to adjust.
If someone can explain or have a video on what to check, you would have my thanks.

Cable and housing are likely corroded inside and need replacement. It causes enough friction to stop the brakes from releasing.

To add to the other correct answers, check the pivot bolt on the brake lever isn’t over-tightened
