I am measuring this at 34mm and if I am seeing right, it's hard to find a quil stem that can accomodate this size.
Any body rocking this set up and have any links to drop, wisdom or brands that work with these bull horns.
Picked them up used on Ebay for €20 and would love to have the option to switch out my risers every now and then.

It says 31.7mm on it.
You calipers measurement shows just under 32mm
I’d say the standard 31.8mm stem would be what you need. 31.8mm quill stems are less common but a few companies make them.
Make sure you get an open face stem as those bars look a bit flattened/aero on top and you won’t be able to thread it into a closed face stem.
31.8 mm stem, all bigger brands make them… you can find a deda stem too, i personally have a cinelli pista for 31.8mm handlebar, it’s pretty standard, all mtb brands also make 31.8mm stuff.
I’m very sorry, but I have to point it out… are you sure you know how to use a caliper? i’ve never seen anyone showing the measure with a measuring tape on a caliper like that hahahaha
