Your wheel is the wrong way round. The disc is on the opposite side of the break.
As for adjusting, I recommend looking up a youtube guide on how to adjust a mechanic disc break. That’ll be easier than trying to despondent decipher a text post about it.

I’m noting as couple oddities here.
As u/Accomplished-Fix6598 (rim is on backwards) noted: the wheel should be installed in your front fork so that the brake rotor is on the same side as your brake caliper. The brake caliper won’t work if it has no rotor. Take your wheel out and put it back in facing the other way (see orange circle in the image below).
Not yet mentioned, but: in your video, your fork and stem (the thing that clamps your steerer to your handlebars) appear to be assembled backwards, as well? The fork is correct: brake caliper should be on the non-drive side of the bike. The stem is wrong: it should be oriented so that your handlebars are ahead of the steerer, like shown in the green circle below.
