My girlfriend bought a used bike and the hoods are really high up. I loosened the bolt and tried shifting them down but the bar tape gets in the way.

Since they are ridiculously high up, yes. You’ll need to move the hoods by a few centimeters and will need to remove the bartape.

Yes. You can sometimes get away with re wrapping the bar tape afterwards, but by the look of that I’ll guess that won’t go great either. New bar tape is cheap, looks good and feels good. I’m positive it’ll smell better than that old one too.
I’d just angle the whole bars down so its more comfortable to ride on the hoods while I waited for new tape to come in.
