P2 are parts that was took down.
My new bike from eBay won’t turn the wheel when I turn the handle so I took it down… It looks the headset is broken but I have totally no idea how to repair. Should I order new headset?

I don’t think anything is broken. I would guess that the stem was just not tightened to the steer tube if the bars and wheel didn’t turn together…
This isn’t broken you must be tightening the handlebar on to the stem to tight
Your headset looks normal ( split compression wedge)
It looks like the top bearing has been replaced with a cheap open bearings (possibly cost saving cheap oem spec)… I would replace & upgrade the headset bearings to sealed bearings like the FSA Orbit IS integrated (IS41/28.6 upper, IS41/30 lower), Can Creek also have a comparable HS…money well spent.
