Nothing keeps you really dry. It’s a myth.
Since you’re still going to get wet, I’d suggest a good rain cape. It’ll keep you primarily dry where it matters but since it’s open, you’ll stay cool too.
Disregard if the temps are very cold though.
A heavy PVC jacket will keep you dry, but you’ll sweat because it’s not breathable and end up wet. Anything breathable will eventually wet through, and increasingly lose its water repellency as it gets dirty and worn.
I have a lightweight breathable layer for when it isn’t raining very hard, but if I’m expecting heavy rain, I’ll pack my heavy duty raincoat regardless of the weight.
