Afaik, these are painted on. So no. But you can try and if they are decals they might peel.
They probably need to be sanded down and then the frame needs to be repainted. To get a good looking result this needs to be done by a professional. Absolutely not worth the cost.
You could either sand the frame down and get it completely painted new or get some decals in another color and put them on top of ’em
The easier route would probably be to cover it with some vinyl wrap.
