It's probably the stand? Some motorcycles have a built-in kill switch where if the stand is down the bike will not start, about how many times you kickstarted or push the button to electronically start it the bike will not run
To the cops credit that bike shouldnt have actually stalled. He was still on the trottle a little and the clutch was still in or it was in neutral. It woulve kicked forward if it was a rookie shifter kinda stall. I also feel like the owner did a little trolling and had the killswitch on for the cop at first 😂
