Chris King Head set driving me mad

This is my first bike build. I've got everything sorted and the bike is riding lovely with one exception…

I CANNOT get the head set right. There is constant play.

I've been told the gap is normal for Chris King (this is the inset 7) and that the top cap should tighten everything. But there is always a bit of play, any tips??
