If the chain is not long enough, the derailleur can over ride the big cog and lock around the gear at the five o’clock position
Sometimes you can give the rotation limit screw a few turns and get the derailleur to ride at 6 o’clock

Did someone move your low limit screw in all the way? Shift all the way up and try moving the derailer by hand.

Could be your h limit, could be the hangar being bent, could be a worn chain, or could be off tension. Also could be a sticky cable. Or the clutch could be too tight.

few things to try:
#1 make sure the b-tension screw is in proper adjustment. If too close the derailleur might be running into the cassette, if too far also can get stuck. Try winding it both ways (I’d wind it in first for a larger gap) and see if one way gets it shifting or closer to shifting.
#2 check low limit screw, try winding it in 1/4-1/2 turn or until it shifts out of 1st while still being able to shift back into first.
#3 chain could be too short, though doesn’t look like it from the video. Chain could also be worn side to side, letting the chain flex without shifting properly. B-tension and Low Limit screw adjustment should help with this, but a new chain will of course get ya better shifting.

If not the lock out… the clutch might be seized. Will need replaced but, you can save the derailleur and it is an easy fix

Loosen the cable anchor bolt, actuate the shifter. Does the cable move? Is the cable head routed in the shifter properly?
Remove the chain, actuate the shifter. Does the derailleur move through each gear position properly?

Sometimes the shifter doesn’t release to allow the cable to let out to the smaller cog. You can often fix it by lubing up the inside of the shifter mechanism. I’ve had chronic problems with this on Claris road shifters, but I’d guess other models can get stuck similarly

Check the shifter is doing full stroke. Often thick grips prevent it.

If you had (or thought you had) a big enough problem to replace the entire drivetrain, there’s a distinct possibility that the whole problem was the shifter all along. Make sure the cable moves. My vote is the cable wore to the point of failure inside the shifter. In which case there’s a decent chance the shifter is wrecked.

There’s no audio. I can’t hear if the shifter is clicking, actually moving the gear selector. Your shifter might of gotten stuck or broken internally. Maybe you can reset it, but not than likely, your gonna have to replace it.

Loosen the clamp holding the shifter and slide it inward a bit see if it shifts then. When I put riser bars on my bike the shifter wouldn’t work, after moving the shifter just a little it unbound it and has worked flawlessly since.
