I bought this brand new and have ridden less than 100 miles. After bilateral shoulder replacements, I changed the original riser and bars (still have them), but unfortunately, it didn’t help enough.
I live nearish to Seattle and am trying to figure out where and what I should ask for it.

Depends on how much of a hurry you want to move it.
One way to value it is to offer a discount vs new. Specialized says retail in 22 was $2499. $1699 would be ~30% off retail, $1250 would be half off.
The problem with $1699 is that you can buy a drop bar Diverge E5 Elite new from Specialized for $1599 to $1799. I would take the new bike every time. They don’t sell the flat bar Diverge anymore. Given the market this is more of a $1200-800 bike.
Maybe you can convince someone that your customizations and parts have value and can get a little more than what I quote.
