I've never owned a mountain bike before, only city bikes, but after one ride on this one, I fell in love. However, I have no idea about its condition or if it's worth restoring. The brakes make a lot of noise, and while the gears work, something doesn't seem 100% functional.
Otherwise it looks like it's worth it.

This is not far off a city bike in most places, to be fair.
It’s a good bike and if there’s nothing wrong with the frame, it’s worth “restoring” (but actually, just overdue maintenance).
Two sets of pads and rotors is like $50
Servicing the shifters and a new cassette might fix that too
I wouldn’t say it needs to be restored, just a through service. It’s not a bad starter bike. When the transmission is worn out convert it to 1x and it’d be even better.
Normal maintenance do it. Anything past that like replacing major items (fork, wheels, etc) get a new bike to not waste money
It’s a good first mountain bike. Parts are durable and replacements are cheap and readily available. Can’t give an assessment with just pictures of course. I want to say this is about 2016-17 and a mid to upper build for the rockhopper of that age. It would be a good bike to learn maintenance on if that’s something you’re looking for. My best guess on maintenance needs (I’m a mechanic at a specialized dealer). Pads and rotors as they sound contaminated. Brake bleed. New cables and housing to the derailleurs. A solid degreasing on that drivetrain. New chain and potentially a cassette depending on wear. I would want to get some grease in those hubs. Headset as well while you’re at it. These are fairly upgradable too. I rebuilt an abandoned one with 1×12 GX and a new fork and it’s pretty sweet.
I would look at saving up for something better, it’s not worth it.

I have a bike like that. I bought [this conversion kit](https://www.ebay.com/itm/183681817465) to go to a 1×12 and used it as an opportunity to learn maintenance. It was fun, and I love the bike now. Yes, I spent more on it than the thing was worth but it gave me the confidence to buy some other bikes and refurbish them as well has handle all my own maintenance now.
