Given the industrial activities on the old Staveley site I would expect there to be a lot of ground pollution (despite much of the surface being concrete). This can make "fun" for those who are looking to develop such sites, needing either capping or stripping (but what is done with the material that is removed during the stripping?).

Is it possible the Staveley site had a coking works which might have produced Bad Stuff (organic.ammoniacal liquors/tars etc) as by-products, which might just have been dumped/seeped into the soil/through the cracks etc & pose a toxic hazard ? Just a guess
The new fencing is to partition an area being used for pipe storage as the other works (eg housing) are delayed.
