I believe you’re looking at the damping shaft of the compression cartridge. I’ve never seen this particular failure mode before, and I’m not sure which exact model of compression cartridge this is (I’m generally not as familiar with older Fox cartridges), but I’m guessing either something in the IFP is really messed up or the seal head at the bottom is just completely destroyed.
