Is the crank retaining bolt removed? Proceed carefully before you strip those threads.

If the bolt is removed, you are probably using a puller meant for splined cranks. These are square taper cranks and require a puller with a smaller button.
Or it’s just seized on there and you’ll have to heat the crank around the taper to release it. But I bet it’s the former.

Try stomping on it?🤷 That’s what i do on stubborn cranks and they work pretty nicely.

You can remove using a mallet/hammer and a punch (will damage the arm) or a bearing puller.
