I use Outer Shell handlebar harness. Worked flawlessly on my drop bar gravel bike. I have a hard time figuring out how to attach it properly to my flat bar bike without damaging the hydraulic brake hoses.
Not ideal, but I rotate my brakes down a little to minimize the interference.

One option is to run a bar bag cradle, like the Salsa Anything Cradle. This moves the position of your bag outward, allowing space for cables and bar accessories.
Ortlieb handlebar packs come with some foam spacers (and they can be ordered separately) to move the handlebar pack out from the head tube. I have just looked at the Outer Shell handlebar harness, and the design seems a bit silly because you can’t easily just throw those spacers in there.

I had the same problem just add spacers. I made some from xps insulation its like a dense fome. It is also sold.
If you plan on some more challenging MTB routes, then grab a harness with spacers like the Decathlon’s Riverside one or Triglav’s Packman.

For about £10 you can get a parallel handlebar extension, about eight inches long sits four inches in front of your bars, connect your bag to that cables are unaffected behind it
