Personally, I’d pull the tape (carefully, so it doesn’t rip) and have another go. The loose tape near the hoods like that will snag and wear faster than you’ll want. It looks like it’s not wrapped right. Check out YouTube for some videos on how to wrap a bar. Pay attention to the direction they wrap around the hoods. You also need to keep a bit of tension on the tape when making those bends to avoid flaps like that.

Technically No, they don’t matter. If it’s your bike and they don’t bother you then run it! It’ll work in. At the shop, this is a no-no. There are some people who are incredibly particular about how their wrap is done, in which case I would unwrap it some and rewrap it with a little more tension to keep it nice and snug.

That’s a very nice job for your first time. You could have put a little more tension on the tape, particularly around the hoods, but you shouldn’t be embarrassed. If you can unwrap back to just under the hoods and re-wrap with more tension, you’ll be golden.

I’d unwrap to the hoods, add a little tension, and rewrap to remove the loose spots. Some tapes can be harder to work with than others.
Tip for finishing the tape job: If you cut the tape to form a slit/triangle at the end and wrap the end under the bars before taping, the end result will look cleaner. That’s more for extra credit, how you’ve done it is perfectly functional.
