You’re turning the BB cup the correct way, right? Right-side BB cups are generally* left-threaded, so you’d turn clockwise to loosen.
*Except for French- and Italian-threaded BBs, but I’d bet money this one isn’t either.

I’d use a heat gun on the bottom bracket shell. That should create some thermal expansion and hopefully loosen possible corrosion in the threads.

Some heat on the frame couldn’t hurt. Kroil is my preferred penetrating oil.

Damn, that’s pretty boogered. Amazing that your tool with the breaker bar has any purchase on the non-drive side at all: there’s no splines or tabs left!
I’d start considering “destructive” and “creative” solutions here. Thoughts:
1. Penetrating oil of any brand: add liberally, apply some percussive taps, repeat for a few days.
2. Heat (heat gun or cautious use of a torch) to expand the aluminum shell away from the BB to help loosen.
3. On the drive side, the lockring tabs appear intact. I’d try a lockring wrench (see: https://www.parktool.com/en-us/product/crank-and-bottom-bracket-wrench-hcw-5)
4. Once the lockring is off, the non-drive side should be easier. If still stubborn, try destruction: drill a hole (or a few) into the BB cup and use a metal rod and a hammer to try to drive the cup in the rotation direction needed to loosen (both sides loosen by turning forward).
This looks like a serious challenge: good luck!

Try a really big pipe wrench on the non drive side, plus some heat and lubricant. If you manage that, smack the bb spindle on the drive side with a large hammer to get the cartridge out. Then you can get creative with destructive methods for getting the drive side out.

Are the cups made of plastic? It looks that way to me. If so can they be melted out?
