OP where’s your lockout lever? On the right side? This looks like a hydraulic/cable lockout. In suspension forks, the left side of the leg is the spring which can be locked out and the right side of the leg is the air chamber which usually only has compression and/or rebound. You might just be using your rebound on its hardest setting thinking the fork is locked out.
