Are the spokes loose? I had a similar noise caused by two loose spokes rubbing
Maybe too much or too little tension on the spokes
Might be a bad weld on the rim, or it’s a sleeved rim. I had this happen once, sadly you may have to replace the rim if you want to get rid of that.
