How do you mean? New complete bikes don’t come with uncut forks from most manufacturers. They almost all come with a fork cut that allows for their max stack height allowed on that frameset size. Was it cut shorter than ~30mm of spacers allows?

Every bike I’ve ever bought has had the steerer tube cut down with four spacers. That looks like a sloppy cut though.

I work for a major bike company and we cut all of our forks.

I would be very upset, but if I purchased a frame or a bike from anyone I would always make sure the steerer was uncut.

Yes and I’d also be upset about the ugly, half-assed job they did cutting and de-burring the steerer.

That’s standard to cut the steerer down. You want full length, you buy everything separately

Assuming that cut is supposed to be there, I would be upset at the quality of the cut. It’s pretty obvious that they did not deburr the edges after the cut was made.
