
I'm considering buying Serotta titanium frame as a fun build, but I noticed there seems to only be holes where the downtube cable stops are supposed to be. Every other classic bike I've ever dealt with has had posts there. Is there a special kind of downtube bracket that Serotta uses, or a through-bolt of some kind?

I think this frame originally had welded on downtube bosses and they’ve been cut off. The hole was probably drilled for alignment. You could use this hole to fit Cannondale bolt-through downtube bosses – like these

i smell edgy fixie kid and is that a 1/1/8″ fork in a 1″ steerer tube?
From memory that brand used bolt through bosses similar to the ones Cannondale used. If you buy some add a thin layer of anti sieze compound under the bosses because if not you will fairly quickly get galvanic corrosion that will damage the frame.
The steerer on the fork in the pic looks too big for the frame BTW
