The brand and model are printed on the frame. It is a Rossin Omega. The style is a Flat Bar Road bike, it most likely was a regular road bike with drop bars and someone did a DIY conversion. It looks like a hybrid because of the flat bars but it is important to know that it has caliper brakes and so only has clearance for thin tires. It also has more aggressive geometry than a hybrid and no mounting eyelets. You can also see they mounted mudguards but because of the lack of eyelets and tight tire clearance they only fitted partial length mudguards by clamping them to the frame. The good thing is this has potential to be lighter and faster then typical hybrid. It is actually a nice bike just with a little unusual build.
The value is significantly reduced because it has been sitting outside and does not seem to be well looked after prior to being recycled. The brakes show rust, the grips are some random wrap. Unfortunately the chain and drivetrain are not very visible in this picture, they are very important. You basically have to assume that buying this you may have to replace or refurbish many parts to have it working well. So grips, brake pads, cables and housing, tires and tubes is normal stuff. From the photo also new brakes calipers, can not see if needs new chain. I don’t know what country you are in but in my market needs to be under $100 to be worth refurbishing. All fixed up would be worth 200-300ish
