Since it’s a cheap fork I doubt it has any lockout. And also because it’s a cheap fork it won’t move anymore I’m afraid because it’s not protected from the outside enough, and you probably never serviced it or stored properly

I saw the fork depress, a small amount.
Your forks don’t have lockout or a tension adjuster.
Are these Suntour forks? If so, how old and what maintenance have you done (if any).

The fork shouldn’t sound like that either, it’s time for a new one boss. Not worth the money to rebuild.
