Chainrings look worn yes. The teeth are pretty pointy in some spots, which is a good indicator of wear
What bike is it? Chainrings replacement can be expensive, add another 100/150 bucks if a shop has to do it for you. Its not hard to do yourself, you just need to remove the crankset in order to get to the bolts which requires some specific tools
