
At first I thought the wheel just wasn't true. But the more I look at it, the more it seems like a different issue.
Have used this gravel bike to commute to work for a few years with no issues. My last ride the inner tube popped out between the rim and tire while I was biking.
Any advice would be appreciated!
Is this a rim, tire, or tube issue?

looks like the tire to me.
It’s the tire. It will get slightly better as it wears but never totally “true”. Won’t have any perceivable impact on riding fyi but some tires are worse than others 🤷. This has been the case with every set of wtb tires I’ve ever owned.
That’s the tire, most likely the bead isn’t seated all the way around the rim.
Take the tire off the wheel, then try it again.
If the rim spins true, then you know the answer.
