I have just installed a brand-new headset and the top cap and the problem I have is that whenever I tighten the top cap,the front doesn’t move around and it’s quite tight:the bars barely move and feel very stiff.
What is wrong?
In the video you can’t see clearly but my fork is a bit loose.

Yo need a spacer for your forks, it goes under the headset and will close the gap that you have.
