Just put some carbon paste on the compression plug and reinstall it flush, you’re fine

What happened?
To me it looks like you may be ok if you actually cut the steerer smoothly, push the compression plug in, and run the correct amount of spacers.
Did you try to cut the steerer without removing the fork from the frame due to the internal cable routing? If so, take it to a shop and let them do it correctly.

A little tough to tell from your photos, but if it’s just a photo of a bad cut line and lacking spacer, you can cut it again and do a cleaner job. If you’re trying to show cracks that’s a different story..

Zero effed, just do better at cutting the top 2mm off now. 🤷♂️

I’d honestly consider some sandpaper or careful file work to smooth the top surface. Just work a lot more slowly and carefully than whoever shortened the steer tube.
