$15 for old lugged steel frame in that condition is a steal. Not sure if it’s cromoly but if you’re touring light weight isn’t your biggest concern. 26″ MTN bike tires and wheels are the most easily available throughout the world. If you have the money after the seat and bags I would look into a sturdier rack.
