You need one to make the headset tight after that it’s only a safety cover for that sharp steerer tube. If your shit comes loose and you don’t have one you can damage your bearings, let dirt in, or damage your head tube.
I wouldn’t. It’s a $10-20 part and it helps hold your forks and stem firmly to the head tube. You don’t want slop when there is a lot of force on the components.
Forks usually come with a top cap don’t they?
