that piece is a spacer for your … may i make a suggestion? take it to a shop & pay them to assemble it. there’s plenty that can go wrong, and they will get it right.

That looks more like a spacer for cassette, leave out and build it up and see if anything rattles, then maybe figure out where it fits and if that solves any rattles

My bike came with something and I wasn’t sure what it was. Reached out to the manufacturer with a picture and they got back to me about it pretty quickly, might be worth a try.
