i was trying to change the inner tube. On the tire it said it was 700 35C. Firstly, I tried to change the inner tube with a 700 35-42C tube but it wouldn't fit inside the tire. I then bought a 23-32c one because i thought i bough a larger inner tube. This one wouldn't fit also. Also, the tire was easier to put back on the rim then when i tried to remove it and now it doesn't fit perfectly on the rim. It is my first time changing a tire so if you can help me out please. The photo is with the 23-32 inner tube

I can’t make sense of what happened. But that tire is not properly mounted on the rim. The edge of the tire is the bead. The entire bead has to be seated inside the edge of the rim. You need to let almost all the air out of the inner tube to be able to do this. Either size inner tube should be ok. But that tire has to be mounted properly. I can’t tell from the photo if the tire is OK or not. Probably you just didn’t get it mounted. Get the bead into the rim on one part and then gradually extend that part until the whole bead is inside the rim. The last little part of the bead should pop over the edge of the rim to go inside the rim and the whole thing should be snug.
Your tire is in really bad shape, but it’s also not seated on the rim properly.
Doesn’t look seated correctly to me but hard to tell from image
Make sure to remove most of the air from the inner tube, then make sure both edges of the tire (the bead) are inside the rim, then slowly start filling up your tire, once in a while stop and push the bead into the rim (you can just roll the tire, with some light pressure), once you are close to the desired pressure it shouldn’t move/pop out.
Its not seated or the rubber is failing
