You just admitted to breaking the law yet proceed to threaten him with legal action? You weren't pulled over; you were driving. Being static with the engine running and being among flowing traffic is driving. Being on your phone while doing this is illegal.
Consider this; when you put your phone down and proceed to drive forward – a small child had crossed in front of your bonnet. You didn't see it because you were on your phone.
Accept that you got caught, and take it like a man. The guy who caught you has definitely saved lives by doing what he does.
