My budget is around £2000 and I'm in the UK. I don't want to be massively overbiked (I'm only 5'4").
I'm looking to do a shorter tours, predominantly on roads and some gravel. It'll also need to be comfortable for hauling groceries and picnics.
I would prefer steel, either 26 or 700c.
I prefer an upright position.

This suggestion is not for everyone.. but if I lived in the UK and was looking for a steel touring/commuter with £2k budget, I’d be on the hunt for a Bob Jackson and build it up with modern components
If I were in the UK I’d also consider Rose and Ribble options.

Can you get Fuji in the UK? I have a Fuji touring and love it. Bomb proof. Reasonably priced. Simple. I found a used one for a good price of $500 US and it’s great.
Don’t rule out punching in “touring” in the eBay UK bikes. Steel. Used. Stick to 700c.
