When my legs are extended my rain pants cover by boot opening and socks, but while I’m pedaling it starts to let rain in.
I’m thinking about making a rain kilt or something like ultralight hikers wear but for my feet. Any other suggestions?

my cheap yellow hardware store rain gear bottoms are plenty long enough to not let rain into my boots.

No matter what system you use, biking in the rain will get you wet. I use shoe covers, which will help a lot. I also bring a change of socks and shoes / leave a pair of shoes at work.
Edit: I guess these are what others here are calling gaiters. There are various options in different price ranges.

Do your pants have velcro or some sort of cinch at the bottom? Sometimes that can help. If you decide they’re just too short look into the Showers Pass Transit Pants. They have baggy knees and two different velcro tighteners at the bottom and they don’t come up at all.

Either longer pants or rain boots with a longer top. I have rain boots I wear from saguaro that have a longer top that I can cinch around my rain pants. I’ve managed to stay really dry in my rains without a problem

Longer pant legs. I’ve got some rain pants that cinch around the boot for maximum dryness. And it keeps the hems from dragging on the ground. Not very stylish but works.

When I lived in Vancouver I’d wear sandals all winter and spray off my feet before entering the house. It was better than having to upgrade to a clipless shoes and pedal + a goretex over-bootie system, which then would have necessitated a whole new wardrobe, then a whole new bike. I went for ease and cheap. It’s an idea.
Other than that, OP, wear longer pants.

Longer rain pants, I use Showers Pass and they are plenty long enough, even for my stupid 36″ inseam.
Goretex booties. They also keep your feet warm in really cold weather.
