formerly a french rim company, now specialized in house rim brand. i assume your neighbor upgraded the stock wheels on their specialized mtb.

Specialized house wheels. Likely came on an aluminum stumpjumper

I think the hubs are basically rebranded Dt Swiss 350

So you know the rim brand. I’m not sure what Specialized was using at the time but at least now their hubs are DT Swiss even if they’re not marked as such. Those are likely really good hubs especially the rear one (likely a 350).
Those are also Specialized tires, possibly the ones that came with the bike.

Can you ask your neighbor?
It says roval on the rims. Specialized brand of wheels i believe. The numbers on the hub refer to boost spacing
The logo matches slightly older Roval Control MTB wheels. Roval is a Specialized house brand, so they’re nothing special but not bad either.
Logo looks like Roval: https://enduro-mtb.com/en/spyshot-new-wide-specialized-roval-traverse-wheelset-spotted/
