Depends on your riding. Plenty of room for fenders if you ride in the rain a lot. I would also throw bull-horns on, but that is just my preference.

Bar tape or grips, and/or hoods. Don’t underestimate how much a comfy point of contact with your hands can affect overall ride quality

Maybe if you’d show us drive side we could see if there’s room for improvements there?(SS bikes don’t have lots of components you asked for advice about them and hid your drive side)
I’d say my order is:
1. grips
2. pedals
3. fenders
4. wheelset
5. crank + cog
Saddle and cockpit are personal preference.
Edit: I ride brakeless and I DONT ADVISE YOU TO DO SO!!!!
but you can definitely improve your braking system too.
