Looks like a Royce Union.
I’m not sure if that is walmart, the brakes and cable guides look too high quality and the fact the cable is routed through the seat tube. With that seat post It looks like maybe early 90’S. Also the bottom bracket looks like maybe it is European but it could just look smaller in the photo? Not an expert, though.
It looks propper, but China has knocked off so many of these vintage frames. I just don’t have an answer for you. Someone on here will get you the info you need.
